The copper is going away. The phone number is the part you can actually lose.

Written for businesses in small towns and rural areas, where there is no second cable company, no local phone vendor, and the nearest technician is an hour away. Every replacement option, sorted by what it needs from your building and who supports it when it breaks.

Before anything else

We are not selling you anything.
This page is for your benefit, not ours.

We should say that plainly and up front, because you have every reason to be suspicious of anybody who turns up with opinions about your phone service right when your phone service is in trouble.

Here is the whole arrangement. Technology Advisors is a service of Frisco Computer Service LLC, and we are an agent for a number of carriers. If you order through us, the provider pays us a small commission on the back end. It does not change your price by one cent. On a service running $60 a month or less, that commission is a few dollars a month. It is not the reason any of this got written.

You contract with the provider. You pay the provider. You can call any of them yourself tomorrow, never mention our name, and pay exactly the same price. The only time you would ever write us a check is if you ask us to run cable or install equipment at your building, and you are free to have anyone at all do that work.

So why bother writing it? Because small towns are getting the worst of this transition and very little honest help with it. The copper is going away on a federal schedule that does not care whether your town has a second provider, and nearly all the advice out there is written for buildings in cities with four broadband companies in the street. Two of the six options below pay us nothing whatsoever. We listed them first, because for a lot of businesses out here they are the right answer.

If this page keeps you from losing a number you have had for thirty years, and we never hear from you at all, that is a good outcome. That is the point of it.

    Target for full retirementAT&T has publicly stated a goal of retiring nearly all of its legacy copper network by the end of 2029. Other carriers are on similar paths.

Why this is harder where you are

Most copper-retirement advice quietly assumes things a small town does not have.

  • There is no second wireline provider. No competing cable company to switch to.
  • Fiber in the ground is not fiber you can buy. Conduit gets placed years before service is sold.
  • Coverage maps are close to useless in terrain. What matters is signal where the equipment sits.
  • Outages last longer. Co-ops restore trunk lines and larger towns first.
  • Nobody local fixes phone systems anymore. That makes support a bigger factor than price.
  • Installer capacity vanishes at notice time. Acting early beats any discount.
None of this is a reason to panic or to overspend.
It is a reason to decide early, and to weight reliability and support more heavily than you would three miles from a service center.
Do this first

The number is the only thing you cannot undo.

Everything else on this page is a choice you can revisit. Your phone number is not. A number can be ported to a new carrier, but generally only while the line is still active. Once it is disconnected it returns to the carrier's pool, and no amount of money brings it back.

Decide where it goes

Before you agree to any disconnect date. It does not have to be your permanent phone system — see Option B.

Port while the line works

Ports take days to weeks, and first-attempt rejections are routine. Starting late is how numbers get lost.

Confirm it completed

Call the number from a cell phone and hear it ring at the new service before you trust it.

Then allow the disconnect

Not before. If the carrier's date lands first, call and ask for it to be moved.

Gather three things today, free, before you call anybody.
From an actual bill, write down the account number exactly as printed, the billing name spelled exactly as the carrier has it (including "Inc." or "LLC", or a business name nobody has used since 1998), and the service address exactly as the carrier has it, suite number included. Ports fail on paperwork far more often than on anything technical. A mismatched middle initial will bounce a port and cost you two weeks.
The question nobody asks first

Does your building actually have a network?

This one question eliminates most of the confusion. Some replacements are self-contained boxes that need nothing from your building. Others assume you already have a working computer network — and if you do not, the quoted monthly price is hiding a cabling project.

The thirty-second self-test

  • Is there a small box with a row of blinking lights that has several network cables plugged into it? That is a switch, and it is the center of a network.
  • Do computers, printers, or cameras in more than one room connect with a cable rather than Wi-Fi?
  • Is there a wall-mounted panel with rows of numbered network jacks, usually in a closet or back room?
  • Can someone tell you where the network cable in a given room actually terminates?
Four times no? You do not have a network.
You have an internet connection and some Wi-Fi. That is completely normal for a small business, and it rules out two of the six options below unless you are willing to pay for cabling.

What "who fixes it" really means out here

In a city nobody weighs support, because there are twenty vendors in the phone book. In a small town it is often the deciding factor, and it is the column almost every quote leaves out.

Some of these options are watched by the carrier and repaired by shipping you a replacement. Some depend on a person who has to drive to you. And one of them is entirely yours to keep running. That difference matters more than a few dollars a month.

Ask every vendor who quotes you: when this stops working at 7am on a Monday, who exactly do I call, and what happens next?

Options that need nothing from your building.

Nothing to cable, nothing to configure, and nothing that stops working because a router got unplugged to make room for a space heater.

Option A · Ooma AirDial 2 and comparable devices

Cellular POTS replacement

No network required

A managed device at your building with its own cellular radio and its own battery. It puts analog dial tone back onto the wiring you already have. It replaces the line, not the phones, and it is the only option here that does not touch your internet.

Reliability

  • Independent of your internet entirely. A broadband outage has no effect on it.
  • Internal battery holds dial tone through a power outage, the way copper did.
  • Built for fire alarm panels, elevator phones, fax, gate lines, and card terminals — the things that break on every other option.
  • Carrier-monitored, so a failure is usually detected before you notice it.
  • Only as good as the cell signal inside your building, which is often the weakest point on the property.
  • Subject to cellular congestion during a regional emergency.

Installation

  • Existing handsets and everything else on a jack keep working untouched. Staff notice nothing.
  • No network, no Wi-Fi, no switch, no computer knowledge at any point.
  • Typically one visit at the box where your phone wiring enters the building.
  • Needs a power outlet near that entry point. Many buildings do not have one.
  • Signal must be verified at that exact spot. A weak reading means an external antenna and a cable run.
  • The carrier's pair must be properly separated from your inside wiring, or you inherit problems nobody can diagnose later.
Best for Anyone with a fire alarm, elevator, or alarm panel on a line, and anyone whose phone is how customers reach them.  Support The carrier watches it and ships a replacement — the strongest answer here for a town with no local phone vendor.  Cost Highest monthly, plus hardware and install. You are buying a dedicated managed circuit, not a phone feature.
Option B · Any mobile carrier · we earn nothing from this

Port the number to a cell phone

No network required

Your decades-old business number moves onto a mobile line and rings a phone in your pocket. It is the right answer for more businesses than anyone selling phone systems will tell you, and it is the fastest way to rescue a number when a disconnect date is close.

Reliability

  • Works during power outages, storms, and while you are away from the building.
  • No equipment at your building can fail, because there is not any.
  • You can verify the coverage for free right now by looking at the bars on your own phone.
  • One call at a time. No hold, no transfer, no rollover.
  • Consumer-grade voicemail and no business greeting.
  • Business and personal calls share a device unless you carry two.

Installation

  • There is not any. Nothing mounted, wired, drilled, or configured.
  • Doable at a carrier store in an afternoon, by you, without an appointment.
  • It rescues the number. If your date is close and you have not decided, port to a mobile line now and take your time choosing later. The number can move again afterward.
  • Your existing handsets go unused and the wall jacks go dead.
  • Does nothing for a fax, alarm panel, or elevator line. Those need their own answer.
Best for Owner-operators, one-person shops, trades who are out of the building anyway, and anyone out of time.  Support Whatever mobile store you already drive to. Nothing new to learn or maintain.  Cost A line on your existing mobile bill.
Option C · Low-cost number host · we earn nothing from this

Park the number and forward it

No network required

Move the number to an inexpensive provider whose only job is to answer it and send it wherever you say. A deliberate holding pattern that costs a few dollars a month and protects the number indefinitely.

Reliability

  • Forwarding happens in the provider's network, so it works while your building is dark.
  • Change where it rings at any time, from anywhere.
  • Buys months of decision time at essentially no risk to the number.
  • One call at a time, and no phone system features whatsoever.
  • Caller ID at the receiving phone can confuse staff about which line rang.
  • You now have a relationship with a company you have never heard of. Pick an established one.

Installation

  • None. A web form and a port request.
  • Fully reversible. The number can move on to any other option later.
  • Some providers bill per minute. Read the rate sheet if your volume is heavy.
Best for A deadline you cannot meet, a seasonal business, or a secondary number you advertise but rarely answer.  Support A web portal and an email address. Nothing at your building to break.

Tier two — a single device on your existing internet

The option that needs one connection.

No switch and no cabling to each desk. One adapter that has to reach both your router and your phone base — and that last part is where the work hides.

Option D · Ooma Office or Grandstream Cloud UCM, via an analog adapter

Cloud PBX feeding your existing cordless system

One connection

The cheapest transition, and the one most small businesses are actually being sold. An adapter takes the cloud service and hands analog dial tone to the multi-handset cordless base you already own.

Reliability

  • Staff keep the exact phones they already know how to use. Zero retraining.
  • Lowest monthly cost of anything on this page.
  • The rollover trap. Simultaneous calls are limited by adapter ports, not by how many handsets you own. See below.
  • Dead when the power or the internet is out.
  • Fax over an adapter is unreliable. Test yours before you disconnect anything.
  • Per-person features mostly do not apply, because the system sees one device rather than five people.

Installation

  • Fastest and least disruptive path here. Often a single afternoon.
  • One device to place. No per-desk cabling, no switch.
  • The adapter must reach both your internet equipment and your cordless base. These are rarely in the same room, and bridging that gap over Wi-Fi is where most call-quality complaints originate.
  • If you feed your existing house wiring instead, the carrier's pair must be disconnected first or nothing works.
  • Requires an available network port on your router, or a small switch. Confirm you have one.
Best for One or two calls at a time, light volume, nothing critical on the line.  Support Split, and this is the honest weakness — the provider supports the service, but your internet and the adapter are yours, and each side will point at the other.  Cost Lowest overall, and a genuinely fine answer for a lot of businesses.

Five handsets does not mean five calls.

If all five of your cordless handsets hang off one base station plugged into a single adapter port, the second caller does not roll to another handset. They go to voicemail.

On copper, rollover happened inside the phone company's building and needed nothing from you. On a cloud system it is replaced by ring groups, which is better in principle — no busy signal, several calls at once — but only if every simultaneous call has an actual place to land.

Real multi-call handling requires separate extensions: IP desk phones, mobile apps on staff phones, or additional adapter ports. That is a real cost, and it is the cost that never makes it into the monthly-price comparison.

The one number that decides this

Count how many calls you actually need to answer at the same time. That figure chooses between Options D, E, and F on its own.

Tier three — full network required

Options that require a real network.

A switch, a cable to every desk that needs a phone, power at each of those desks, and someone who owns the configuration. If you failed the self-test above, budget for this work before you compare monthly prices.

Option E · Ooma Office, Grandstream Cloud UCM, and similar hosted platforms

Cloud PBX with IP handsets

Full network

The phone system lives in the provider's data center. Each person gets their own extension on a desk phone or a mobile app. Nothing to maintain on site except the network the phones sit on.

Reliability

  • Several calls at once with no busy signal, and real ring groups instead of two-line rollover.
  • One call can ring a desk phone and a cell phone together, so missed calls become rare.
  • If the building is unusable, the number still works from the mobile app the same day.
  • Provider handles updates, security patching, and platform uptime.
  • Dead when power or internet is out, unless you have planned for both.
  • Call quality follows your connection's worst moments, not its advertised speed.
  • Failover to cell phones must be configured in advance. Nobody sets it up during the outage.

Installation

  • Phones arrive pre-configured. Plug into the network and they register themselves.
  • Nothing happens at the box on the outside wall.
  • Adding a person later is a few minutes in a web portal, not a service call.
  • Requires a real network. A switch, and a cable to every desk that needs a phone.
  • Each phone needs power — either a powered (PoE) switch or an adapter at every desk.
  • Staff must learn new handsets. Underrated, and the most common source of first-month regret.
Best for Three or more people who each need to answer calls, in a building that already has network cabling.  Support The provider keeps the platform running, but somebody still has to own the switch, the cabling, and the router. Decide who that is before you sign.  Cost Low monthly per person; the cabling and handsets are the real one-time number.
Option F · Grandstream UCM6300 series with SIP trunking from Telnyx or comparable

On-premises IP PBX with SIP trunks

Full network

You own the phone system outright. A UCM appliance sits in your building and buys call capacity from a SIP trunk provider by the channel. The lowest long-run monthly cost by a wide margin, and the option that asks the most of whoever maintains it.

Reliability

  • Extension-to-extension calling, paging, and intercom keep working even when the internet is down.
  • Analog (FXS) ports on the appliance can feed your existing cordless base or a fax directly.
  • Analog trunk (FXO) ports allow a failover path, including a cellular POTS device, so outside calls can survive an internet outage.
  • No per-seat licensing. Adding twenty extensions costs nothing per month.
  • Dead in a power outage unless the appliance, switch, and internet gear are all on battery backup.
  • Toll fraud is a real risk. A misconfigured PBX reachable from the internet gets found within days and can run up thousands of dollars in international calls overnight. This is not a scare story; it is the most common expensive failure with on-premises systems.
  • When it breaks, it is yours. There is no provider to call at 6am.

Installation

  • Enormous flexibility — call flows, hours, recording, queues, and reporting configured exactly how you want.
  • Hardware is a one-time purchase you own, not a rental.
  • Trunk providers bill by channel and by DID, so capacity is cheap and predictable.
  • Requires a real network, ideally with a separate voice segment and quality-of-service configured on the router.
  • Requires a competent installer for setup and ongoing firmware and security updates. This is the one option here we would not hand to a hobbyist — and not because of the wiring.
  • Highest up-front cost: appliance, handsets, switch, cabling, and configuration labor.
Best for Five or more users, multi-department call flow, or anyone planning to stay put for years.  Support Entirely yours. In a small town that usually means hiring someone to manage it remotely, which is a real and workable arrangement — but arrange it before you buy the hardware, not after something breaks.  Cost Highest up front, lowest monthly. Typically pays back against a per-seat cloud service in two to three years.
The other decision

What carries your internet.

If you chose Option A you can skip this for phone purposes, because that device does not use your internet — and that independence is most of what you are paying for. Everyone else: in a small town this is usually the binding decision. Your phone service will never be better than the connection under it.

Check this first

Fixed cellular internet

Easiest install

A small indoor unit that gets internet from a cell tower. Frequently the best answer in a small town, and frequently the one nobody checks before buying a dish.

Reliability

  • Lower and steadier latency than satellite, which is what call quality actually depends on.
  • Nothing on the roof to fail in an ice storm, and no dish to be blocked by trees.
  • You can pre-test it for free by watching your own phone inside the building.
  • Slows when the local tower is busy. In a town with one tower that is noticeable at predictable hours.
  • Terrain blocks cellular too. In the wrong hollow this is simply not available.
  • One tower failure takes out the whole town, including your phones.

Installation

  • The easiest install here. Plug it into an outlet near a window. That is the entire job.
  • No ladder, no roof, no mast, no drilling, nobody on your property.
  • It dissolves the network problem. Because the unit can sit right beside your phone equipment, there is nothing to bridge and no cable to run across the building.
  • Finding the right window takes a few days of trial and error.
  • A weak signal means an external antenna, which does mean a mount and a cable.
Check this first If you have two or more bars inside the building, price this before assuming satellite is your only choice.
Available anywhere

Satellite internet

Works everywhere

Low-earth-orbit service such as Starlink. Works at addresses nothing else reaches, which is why so many rural businesses land here. A fine choice, provided the issues below are handled rather than discovered.

Reliability

  • Available regardless of distance from a tower or a town.
  • Far more speed than voice service will ever need. Speed is not the issue.
  • Tree cover is the issue, and evergreens do not help you in winter.
  • A partial obstruction does not take you offline. It drops a syllable out of a sentence every few minutes, which is worse, because you will spend a year blaming the phone system.
  • Heavy weather degrades it briefly, usually at inconvenient times.

Installation

  • Self-install is realistic if you have a clear spot at ground level.
  • The dish is never where the phone is. The dish goes where the sky is; the phone equipment is on a desk in the back. Bridging that gap should be a cable, not Wi-Fi, and that cable run is the hidden cost of this choice.
  • A roof mount means roof work, a mast, and a penetration through the building.
  • Run the obstruction check from the actual intended mount point and let it run for hours, not seconds.
  • Draws real power continuously, which shortens whatever battery backup sits behind it.
Best for Buildings with genuinely open sky, or anywhere cellular signal is poor.

Local wireless internet provider

Worth one phone call

A regional operator with an antenna on a tower, silo, or ridge. Small operators cover a lot of rural America and are nearly invisible to search engines. The best way to find yours is to ask three businesses on your street what they use.

Reliability

  • Low latency, usually excellent for voice.
  • Local support you can actually reach, sometimes from someone who will drive out the same day. In a small town that is worth real money.
  • Requires clear line of sight to their tower. In terrain that is a yes or a no with nothing in between.
  • Small operators have smaller budgets for redundancy, so outages can run longer.

Installation

  • They mount and aim it themselves, which is the right way for this technology.
  • Usually a free site survey that gives you a yes or no in an afternoon.
  • Roof or mast mount with a cable into the building.
  • Coverage may simply not extend to your address, and there is no way to know but to ask.
Worth one phone call If the answer is yes, this is often the best voice connection available in a small town, and the only one with a human being nearby.

Fiber

Verify before planning

The best answer by every measure once it exists. The trap is that cable in the ground and service you can buy are years apart, and small towns sit in that gap the longest.

Reliability

  • Unaffected by weather, trees, terrain, or tower congestion.
  • Removes essentially every quality concern on this page.
  • Still goes dark when your power does, unless you add battery backup.

Installation

  • Handled entirely by the provider, including the drop to the building.
  • Get a written service date with an address on it before you plan around it. "Coming soon" has meant four years in plenty of towns.
  • Never let a future fiber date be the reason a phone number lapses this year.
Ask it this way Not "is fiber coming" but "can you sell me service at this address today, and when would you install it."
Before you buy any of them, ask three neighbors.
In a small town this is better data than any coverage map or availability checker. Ask the businesses on either side of you what they use, what it costs, how often it drops, and how long it took to get fixed the last time it broke. Ten minutes of that will tell you more than a week of research. If you are willing, tell us what you learn — we keep notes by area and pass them on to the next person who asks.

Three things that will catch you out.

Everything else plugged into a phone jack

The line itself is rarely the hard part. The hard part is the equipment nobody thinks about until it stops working. Walk your building and write down every device on a jack:

  • Business phone lines and analog trunks
  • Fax machines and multifunction devices
  • Fire and burglar alarm panels
  • Elevator emergency phones and area-of-refuge systems
  • Door entry and gate systems
  • Credit card terminals and specialty devices
Life-safety systems require special care.
Fire alarms, elevator phones, and area-of-refuge systems may be subject to local codes and acceptance requirements. Do not let anyone — including us — tell you a replacement is code-compliant for your equipment. Get that from your alarm vendor and your authority having jurisdiction. This is the item most likely to fail an inspection months after everything appeared to work fine.

Power

Your copper phone worked in an outage because the carrier powered the line from their building, miles away. Nothing here does that except Option A's internal battery, or a number that rings a cell phone. No power means no internet equipment, no phones, and no 911 — not for you, not for your staff, and not for whoever walks through the door needing help.

This matters more out here than the manufacturer's literature assumes. Rural co-ops restore trunk lines and larger communities first, so a two-hour urban outage is a two-day outage on a county road. Size the battery for the outages your town actually gets. A satellite dish is the hungriest thing on the list.

Your 911 address is now a database entry

With any internet-based phone your address is no longer tied to a physical wire. It is a field in a portal. Log in the day you turn the service on, confirm it is correct and complete, and confirm it again any time equipment moves.

In a county served by volunteer fire and EMS, an address that sends responders to the wrong end of a rural route is not a paperwork problem. If your building uses a rural route number, a highway marker, or an address that differs from what the post office has, confirm the entry matches what your county dispatch expects.

What you can do this week without calling anybody.

Find a bill

Write down the account number, billing name, and service address exactly as printed. This is the highest-value thing on the list and it costs nothing.

Find your notice

Any letter your carrier has sent about discontinuing service, and the date on it. A hard disconnect date runs everything else here.

Take the network test

The four questions above eliminate half the options in thirty seconds and tell you whether a quote is hiding a cabling project.

Count your calls

How many calls do you truly need to answer at the same time? That single number decides between Options D, E, and F.

Walk the building

List every device on a phone jack. Fire alarm, elevator, alarm dialer, gate, fax, card reader. These are always forgotten.

Check your bars

Stand at the back of your building and look at your cell signal. That tells you for free whether Options A and B are available to you.
